Lordship's decision I have allowed him to draw $45 per

mensem as house allowance to compensate him for such loss.

The duties and responsibilities of the Superintendent of

Imports and Exports are very much greater than those of

Second Assistant Registrar-General (Mr. Tratman's subs-

-tantive post) and I do not think it reasonable to expect

Mr. Tratman to undertake the work for a less sum than I

have mentioned. This is a point that was not settled by

Sir F. Lugard before he left, but I have little doubt that

he would endorse my recommendation since he originally

recommended that the appointment should be rated in Class

II (2600 to £720). I venture to express the opinion that

eventually it will be found desirable to so rate it as
